Chicago Surface Lines
1302 appears to be at the South portal of the LaSalle Street tunnel at Randolph Street.  Chicago had three tunnels for street cars, one at Van Buren Street, one at La Salle and one at Washington.  The only one that would show an "L" line in the background would be the LaSalle St. tunnel.
